Important
Background Information for Tobacco Product Manufacturers,
Licensed Wholesalers,
and Others That Sell Cigarettes or Roll-Your-Own Tobacco in Maryland
Tobacco
product manufacturers, wholesalers, and retailers that sell their
products in Maryland are subject to two important statutes--
(1) The Tobacco Product Manufacturers Escrow Act: Business Regulation
Article, § 16-401 et seq., and (2) Complementary Legislation:
Business Regulation Article, § 16-501

You
may view Maryland's tobacco directory, containing lists of tobacco
brands that may, consistent with the Complementary Legislation,
be sold in Maryland by clicking on the file links on the left

Pursuant to the Complementary Legislation, the office of the
Attorney General has promulgated regulations requiring certain
tobacco
manufacturers
to make quarterly filings and certifications: COMAR
02.07.01: Nonparticipating Manufacturer Quarterly Escrow and
Certification Obligations
The
following forms are to be used by tobacco manufacturers
and wholesalers for compliance with the Escrow Act and Complementary
Legislation:
