Important Background Information for Tobacco Product Manufacturers, Licensed Wholesalers, and Others That Sell Cigarettes or Roll-Your-Own Tobacco in Maryland

Tobacco product manufacturers, wholesalers, and retailers that sell their products in Maryland are subject to two important statutes-- (1) The Tobacco Product Manufacturers Escrow Act: Business Regulation Article, § 16-401 et seq., and (2) Complementary Legislation: Business Regulation Article, § 16-501 et seq. Pursuant to the Complementary Legislation, the office of the Attorney General has promulgated regulations requiring certain tobacco manufacturers to make quarterly filings and certifications: COMAR 02.07.01: Nonparticipating Manufacturer Quarterly Escrow and Certification Obligations
