Attorney General J. Joseph Curran, Jr., announced today the filing of felony insurance fraud and felony theft charges against Elmer E. Cook, 52, of 8810 Walther Boulevard, Baltimore County. In a two count criminal information filed in the Circuit Court for Baltimore County, Cook, a dentist whose license to practice had been revoked, was charged with providing false documentation to and stealing over $41,000 from various insurance companies. His practice was located in the 6700 block of Harford Road in Baltimore County.

The charges allege that from March 1996 through April 1998, Cook billed various insurance companies for dental services that he never performed. Cook allegedly received over $41,000 in illegitimate insurance reimbursements during this period.

If convicted of Insurance Fraud and Felony Theft, Cook could be sentenced to serve 15 years in prison on each count. The filing of charges follows a joint investigation conducted by the Insurance Fraud Division of the Maryland Insurance Administration, the Office of the Attorney General and the Maryland State Police. A criminal information is merely an accusation of wrongdoing, and every individual is presumed innocent until the charges are proven by the State. No trial date has been set.
